Grand Theft Auto VII is set in the western state of Robada, a sun-bleached sprawl of casinos, ports, tech campuses, and forgotten desert towns. The map combines a fully realized Las Venturas with Northern San Andreas, including a modernized San Fierro, and the long highways, mountain passes, and industrial valleys between them. Robada is built as Rockstar’s largest world to date, roughly 2.5 times larger than the GTA V map, with denser interiors, vertical city spaces, and long-distance travel that makes the state feel lived in rather than stitched together.

The story follows Evan Kwan, a second-generation Asian American raised in San Fierro’s fading dockside neighborhoods. Evan is a former logistics fixer for a major shipping conglomerate that quietly moved everything from consumer tech to illegal weapons through the port. When a data breach exposes years of off-book transactions, Evan becomes the convenient fall guy. Cut loose, hunted by corporate security, and ignored by the law, he heads inland to Las Venturas, chasing a chance to reclaim leverage and disappear on his own terms.

Las Venturas is no longer just neon excess. It is a city where casino dynasties launder money through AI startups, foreign investors quietly buy political influence, and organized crime hides behind luxury and spectacle. Evan gets pulled into a volatile alliance of casino heirs, street racers, union smugglers, and Silicon Valley washouts trying to rewrite the rules of who really owns Robada. As the story moves back and forth between San Fierro’s tech corridors and Venturas’ artificial paradise, Evan must decide whether to expose the system that burned him or take control of it.

At its core, GTA VII is about modern power. Not just guns and money, but data, logistics, image, and who gets erased when deals go bad. Evan Kwan is not trying to be a kingpin. He is trying to survive a state built to grind people down, and he is willing to tear it apart if that is the only way out.
