Before he tested the rules he asked Rem if they were legit and she told him "yes" so if he was going to suspect them of being false then he also should have suspected Rem of being a potential colabirator and take a diffrent approach. He had the footage of Misa during her incarceration and now that he had the death note he would have been able to see Rem right next to her, if he investigated this in private and then shared the footage (along with the scrap of the death note so that others can see Rem too) to varous world leaders he could then approach Rem and get her to confess to everything in exchange for Misa's safety.
