Prisons are one of the few things I think shouldn't be privatized, because law enforcement is not a private matter. Same with police forces and the military.

I think most nonviolent criminals shouldn't ever touch a cell, but instead be forced to lose all agency over their life until they repay whatever debt they owe matched to inflation and with interest. They will be forced to work any full time job and and will only be able to purchase are very limited selection of items with their earnings, a la foodstamps. Everything else goes to repaying their debt via minimum monthly payments decided by the courts. A criminal business owner can still invest back into their businesses, but obviously their minimum payment is going to be much higher, and the lack of agency is going to hit them much harder.

Violent criminals should be put in what are pretty much government sponsored labor camps that replace federal employment positions. They are provided housing only for the sake of public safety, and are more closely monitored during their work.

Both groups have access to free career services (I think this should be a public service anyway), and books from public libraries. In the case of the nonviolent criminal, I think books should be able to be delivered by the the post service.

To answer your question more directly, I don't think housing is a right, and the best thing we can do for the poor is public career services. The idea is walking them though creating a resume and applying for fitting jobs on your behalf.
