It looks like an actual ROMhack and I can only assume it was publicly posted somewhere, but if it was, I haven't found anything about it. I want to find it not just because it looks gemmy, but because it'd be nice to 'chive it as well.

Oh actually, there's this too: https://soybooru.com/post/view/26590. It has a much higher-res gameplay clip, albeit only being a couple seconds long gif. Still no useful info at all in the comments, other than one person saying it's a "/v/ gem", possibly meaning there was a /v/ thread about this during that time.
