this happened to me twice, first when this toxic friend i had would try to make me play video games at late hours he would call me all the time, but even when he wasnt i could here my phone ringing when it wasnt, this also happened to me recently when these mexicans would try to be as loud as possible with their mufflers on their cars, my fan was manipulated to emit a similar sound but would turn off when i payed attention to it, this was all to cause sleep deprivation because i angered some glowie whore who im honestly convinced is one of epsteins many children

It's inductor whine. Try wrapping a rubber band around it to change the resonant frequency. Or just buy a phone charger that isn't a cheap piece of junk

if your phone charger draws enough current, it'll do that. mine does too. it also gets warm/hot if left charging long enough.
