That's pretty much it, I don't know enough about snarky.snappy's internal politics to make an educated and respectful guess to the admins' policy, and I'm not touching 'tok with a ten-foot pole, no sir.
Best I can do is to suggest a mechanic called "Admin's Curse" which is basically the current admin's stamina bar that can either be refilled through radicalization (represented by parts of the focus tree changing) or stepping down (refills to full), and can also be sped up/slowed down through various decisions and natspirits. If timer runs out, the admin has a crashout with major debuffs and ragequits/ACKs himself/gets crippling depression/(insert shit that could be grounds for invoking the 25th), at which point everyone and their mother scrambles for adminship, which may lead to the various coups outlined above, or goes schizo and becomes the Caligula version of themselves (Soot establishes a conservative Reign of Terror, Kuz goes full Stalin, Froot becomes a shitty knockoff of big 'stein with his 'cord, Quote becomes literally Admin 6, and so on)

Go to KF with the above post and ask for help with the mod, particularly with paths.

Alright, now that past me put in his five cents about R&D, I'm gonna follow up:
Navy gets to build massive supercruisers and subs that can work as underwater DUMBs, culminating in memoryholing the Mariana Trench just so they could build a massive underwater base there, Training puts in ultra-spartan levels of it into the average soldier so that he could become the average FPS protag and clear out hordes of enemies with nothing but his hands and whatever he can loot while turning him into a zealous killing machine that knows and loves nothing but war and commits warcrimes on pure muscle memory, and Army gives him the plasma guns, nanotech, mechs and roids to further augment the army of one-men armies into war manifest. Once they pull the entire Army over, including the nukes, they first send their troops across the world alongside Cogno's to get a piece of the pie and carve out their own puppet states, then take over the world with their unbearbly broken buffs that are only put on equal level by the rest of the Cogno-led world uniting against it, which leads to the Babel of this path: They channel their entire military's ardent devotion to nothing but war, military, and the USA into a new religion which could be described as "Cult of Khorne but Manifest Destiny Pax Americana", which is a surprising success due to the citizens seeing it working first-hand as Cogno gets folded like a lawnchair with the rest of the world following, with the epilogue being them conquering the moon, hollowing it out and turning it into a military base.
