The problem with datacenters is they're a massive infrastructure strain on communities with cheap land. They're allowed to build with massive tax benefits and no requirement for bonded development in most communities that have taken the bait. Developers build them for an initial investment that mostly flows out of the community and then get decades of tax reduced operation at the expense of the host township. The (usually rural) township where the datacenter is built has to pay for its externalities for years and years with no promise of it remaining in operation long enough to contribute beyond a pitiful amount of jobs which likely don't end up in that community anyways.

Normgroids, being normgroids, don't see that the real problem is that datacenters get to shit all over community planning on a handshake and instead think the main issue is upfront water usage. We could build 1000x the amount of datacenters planned in the most liberal of scenarios and the water usage would still be less than agricultural use. In terms of utility strain electricity is the biggest challenge a datacenter presents to its host community, since their power supplies are extremely electrically noisy and don't operate at a similar demand curve to existing customers. This would be a non-issue if they were bound by their permits to build onsite generation or put up a bond to expand grid capacity, but councils are too fucking stupid to think of that 99% of the time.
