Through rubbing shoulders enough, they eventually come to know each other and, since the namefags/spergs are very active, admins think it would be a good idea to put them to use by approving media or moving threads and stuff, and they move up the ranks from there. The IRC plays a big role in this too because it facilitates both parties becoming friends and having private communications
