Don't listen to him, only a SPECIFIC part of the wording was removed (no pedo jokes) and they are still enforcing it by banning people for rule 2. In fact, after this change they started banning pedo joke people for rule 1 as well as rule 2 so if anything enforcement of it is STRONGER.
