Let's say there is a small criminal organization. They are structured in a way where there is a group of semi-independent employees who go around committing crimes on their own, but they report to a boss and have to give him payments. However, the organization is protected by the corrupt local government/police who turn a blind eye to their crimes, unless the crimes are so open and sloppy that they are forced to prosecute whatever member committed them.

The most evil among them is a real villain, he's a p0dop1le, murderer, he robs innocent people, scams grandmas, etc. He's well known in the community as sort of the face of the organization's evilness.

If he is killed, the community will celebrate and may feel more emboldened to try to go after the other organization themselves. Potentially creating more vigilantes, but there's no guarantee any of them will actually do anything or be successful if they try.

If he's killed then the organization may also start to increase their security and act more cautiously going forward.

Then there's the boss man. He primarily collects money from the employees, and uses his resources and connections to keep them out of trouble, and to assist them in committing their crimes. He doesn't care what they do as long as they keep making him money. He operates more in the shadows than his employees.

If the boss is killed, the organization will be sort of disbanded, but do to the semi-independent nature of the employees, they will continue to go around committing their crimes. However it will be more difficult from now on for them to do so without his resources to assist them.

Also, if he's killed then most people in the community won't care much because they've never heard of him.

Now, you are given the option to kill one of the two men (either the boss or the most evil employee). You are guaranteed to get away with the crime. You may only kill one. Which is the better choice in your opinion?
