If the government was serious about cutting federal fraud, 4chan would shut down within 6 months due to lack of funding. That's not even counting the fact that 4chan's management and mods have run thousands of gruella marketing campaigns, which are illegal, which would get them shut down anyway due to the heavy fines they would have to pay.

4chan's servers are kept afloat by federal funding because the CIA/FBI use it as a "honeypot". It's not a good honeypot because the only people posting CP there are third worlders that have governments that don't care about this at all. 4chan management has to run ads to actually earn money, which makes the headache of running the dump worth their time. The problem is that nobody openly wants to advertise on 4chan because of its bad reputation. The answer is to fill the boards with ads under the cover of marketers and bots posing as regular people. This is affordable to the companies because desperate third worlders will accept the role for $1.75 an hour. This is also a huge reason why 4chan has a massive third worlder problem, and it's actually encouraged because the people marketing on the website are also casually posting on the website, which further boosts the PPH and makes advertising on it more valuable, making them more money.

For the most part, yes. Historically, in the distant past, it really was just retarded kids that posted most of the porn because they were too stupid to find a different board or website. And they would actually get punished for it. I recall a person getting banned for posting softcore tranime porn within a thread (not even the OP) on /v/ a long time ago. But of course that was back when the issue really was lack of moderation presence, and not intentionally bad moderation that goes out of its way to not offend the perverted third worlders that boost the website's PPH and get paid to promote products. And before about 2012, real like politics weren't a huge issue there. Most of what you hear from self-proclaimed oldfags on 4chan these days is revisionist history so they can justify posting and saying whatever the hell the feel like everywhere.
