I would agree with you but then we would both be wrong. Although harassment is a federal crime in the US, harassment in U.S. law is unwelcome conduct tied to a protected characteristic that cause emotional distress, fear or otherisation. This is things like race, sexual orientation/gender identity, religion, sex, etc. It can also be applied under CFAA if it involves hacking into a device or user accounts without permission. Raiding falls under neither of these at it's core as it's an indiscriminate attack against a person independent of their characteristics, although cyberbullying and hatespeech laws may still apply.
