The real answer is to make it illegal to accept donations, rewards, prizes, gifts, payment, likes, upvotes, or anything in return for making, sending, or hosting pornographic content. The vast majority of people bring it up because there's some kind of external incentive. It's NOT art, and everyone knows it. But this way it doesn't technically ban it, it simply disincentives it.
