The catalog mode was first introduced on 2chan, and it was a simple grid of every OP image. 2chan is more about sharing images, so there weren't any captions.
In 2011, a 4chan user known as desuwa designed a catalog mode for 4chan, with the design we know today. His catalog mode eventually got added into the Yotsuba codebase.
