If Mr. Krabs wasn't frozen solid he would have absolutely forced him to go along (similar to how he threatened him in Mermaid Man & Barnacle Boy V). More notably, Squidward was the catalyst that made Plankton go full dictator mode (which would have happened eventually anyway but Squidward made it happen faster, meaning Bikini Bottom would probably be in a better state when Spongebob returned had that not happened).
