First buy a domain, then choose a software, something like vichan or the trillion 'subas. Next choose a webhost and a dns, despite what the shitty says Cloudflare is perfectly fine as a dns. Finally you're gonna want a place to store your files, really any shitty 10TB SSD works they are relatively cheap too. Also I'd recommend MPA for non-trusted IPs if the software doesn't already have it otherwise you VILL get arrested within a day.
