i use browser Photopea. its basically stripped down photoshop but still has a lot of image editing tools. my process for making OC usually starts with either something i like and want to parody or an idea i think is funny. then i will map out a general idea of what i want it to look like, then find variants that fit the rolls in said OC. the 'ru has a lot of qualtiy plain variants (thank you h3k) so just look up the tag "template" with what ever variant you want and you will surely find something. from there i will add details and the such to the variant until it matches what i want. for a background you can either go with a handmade one or take a real-life image and blur it.
i know this explantion does sound that indepth but idk i havent really thought about the process that i take when making oc.
if i can give any advice, its just to keep jakking until you find your style and a system you like using to make OC. try to use obscure and niche variants from time to time. make a 'ru account, if only to have a gallery of your works that you can readily access, but dont take to heart what most people on there will say about your OC. if you want genuine feedback, post either on /soy/ or /r/.
