>/b/ moves way too fast these days (over 110,000 posts per day), which is a very *mixed* blessing. Sure there is a bunch of "fresh" content, but what good is fresh when it's all crap? People spam threads to force memes, flood, combo, etc. Hopefully this will help cut down on that and encourage users to actually think to themselves "IS MY THREAD/REPLY SHIT?" before posting. The image reply interval doesn't need to be low. Quite frankly, dump threads on /b/ are fucking stupid. Use the other 30+ imageboards we have to do so (providing they're on topic).
