Windows 7 somehow has more support than Vista because a lot of programs dropped Vista support, so the best you could do is use some forked browser that can browse modern websites.

Also if you want best OPSEC privacy than it's best you don't use closed-source OSes like Micro$oyft Windows and use some Linux OS like Tails if you want ti be le hackerman.
