Good question. The userbase is mostly adult men taking advantage of the anonymity, so that encourages them to be degenerates when there isn't social repercussions for it. The Sharty has stricter rules on porn in comparison to most imageboards, but they're slowly loosening up because of the mostly brown administration that goons to mlp on 'cord, so we might get to 4cuck level at some point if they keep waving it off as le bait and "banning" cacas to "prevent epi" and justify posting it instead of banning the epi itself. Imageboards were probably like the equivalent of 'cord in the 2000s, but I'm not an oldnigger so I wouldn't know.

my guess is that its because imageboards try to foster that content. 4chan has boards dedicated to distributing pornography and altchans have dedicated loli/shota hentai boards.

Effective as of 2 days geg. And again, how are they going to enforce it? Do you honestly believe the people who were banned for being underage already aren't back anonymously or posting under a different name and new ip?
