Maybe those threads are just honeypots. I remember a /gif/ thread for baby monkey torture back in like 2021 that was up for over 18 hours even though I reported it as illegal content. Squish content like the kind that the thread had is federally illegal to own, produce, and distribute so I imagine there's no other explanation why it was up for so long. Maybe these pedobait threads could be kept up for the same reasons
