I would only keep jannies, and ban them from all sorts of off-site groups, also i would add a /trash/ board where only rule 1 and 2 are enforced, but every other board will have (new) global rules enforced, for example, if you break the rules of the other boards you will get permanently banned from all boards but /trash/.
