I pondered a little bit about the whole land itself being valuable for raw resource extraction and goods production then later it could be taxed which explains why monarchs are at the top because the monarch can use the taxes to pay military to protect land while storing some for luxury and emergencies (and possibly for loaning incase an industry needs a little help).
So who might be filling these dungeons and ruins with precious loot? The typical cast of hostile fantasy creatures that raid merchant caravans that travel between settlements, and sometimes they may attack soldiers/mercenaries/adventurers too.
So actually being an adventurer is sustainable, and maybe worthwhile in order to fund the creation of your own faction until it is able to be self sustaining through the cycle of raw resource extraction, goods production, and taxation.
