I assume characters in Tsukihime Japanese-ness isn't denoted by whether or not they have black hair like Akiha and Shiki(Arihiko's is canonically dyed, but I don't recall anything in that regard about Sacchin or other Japanese characters introduced in KT)
I always just assumed that they were fully Japanese since they originate from the Fujou clan and have Japanese names, and that their unique hair and eye color were just a result of their Synchronizer powers changing their physical appearance (in the same way that Akiha's inversion impulse changes her hair, albeit not temporarily)

The red hair signifies their potent magic/mana and is why akiha had her hair dyed black. Aoko is another red haired magus that also appears at the very start of tsuki and us shikis first crush that gives him the glasses that let him see things normally
