I assume characters in Tsukihime Japanese-ness isn't denoted by whether or not they have black hair like Akiha and Shiki(Arihiko's is canonically dyed, but I don't recall anything in that regard about Sacchin or other Japanese characters introduced in KT)
I always just assumed that they were fully Japanese since they originate from the Fujou clan and have Japanese names, and that their unique hair and eye color were just a result of their Synchronizer powers changing their physical appearance (in the same way that Akiha's inversion impulse changes her hair, albeit not temporarily)
