Light cruisers with some armour and insane levels of light attack, paired with destroyers with torps. Add in battleships with heavy guns / aircraft carriers.

Or just ignore the fleet and use paratroopers

If you aren't grinding achievements you shouldn't play on ironman its shit

create a 'heavy fighter' with one module for 2 light mg and then 2 modules for torpedo II. Make like 200 to 500 of them and put them over english channel with good fighters and build a few ships. Make marines/mountaineers and put flame tanks with pioneers in them until naval invasion bonus is like around 50%

Tsmt they are the best for taking out navies and are give the most naval dominance cheaply, just put it on patrol though

For the light cruisers, I recommend dumping max armour, 3-4 of the best light cruiser turrets you have, the best floatplanes you have, and the best targeting system. If you want it to be a bit cheaper, go for 2 floatplane catapults, otherwise replace 1 with another turret. also put a secondary battery.

Make a separate shitter fleet with 1-2 of these cruisers and like 10 raisin destroyers, and put that on patrol at never engage or engage at low risk. Keep your massive deathstack fleet in port at engage at medium/high risk, at strike force so it doesn't eat all your fuel.

Using torp planes is another option but its still ass, especially as germany/italy because you have very little rubber and these planes are completely worthless after. A fleet also helps provide shore bombardment and can raid/protect convoys
