i agree it's glitchy as fuck but it's part of the charm in my opinion
you can always circumvent this with a mod that needs 5 other mods but if you keep it minimal with MO2 i say it works just fine

personally i only use fallout reloaded non NVSE version, UI expander and a tick fix since it's all i really need
not trusting some terminal administrator access mod to patch my game when i can just do it myself
