Both scenes take place at Vega's home stage.

the left pic is of the July 30, 1993 revision of Champion Edition, while the right pic is of the final revision called STII Turbo right before Capcom cancelled it altogether.

btw both are separate revisions of standard Champion Edition for the Sega Genesis before Capcom ended up rebuilding it as Super Champion Edition with Hyper Fighting mode incorporated in it.
