Chud has 0 charisma, 0 intelligence and 0 strength. But he is quite good with weapons and explosives. I remember a perk that lets you deal more damage to women, but I dont remember if it is in New Vegas

That perk is called lady killer and allows you to have sex with women

Traits: fast shot and kamikaze or four eyes. Fast shot since Chuds always fire their guns wildly, kamikaze since Chuds often do suicide missions and four eyes since the chud wears glasses.

Main faction should be caesar's legion, main guns should be the m16 family (Assault carbine, marksman carbine, service rifle and their variants), you can also use the 9mm pistol and explosives.
