However it has over 8GB of RAM. Do I need 16GB of RAM for my College work? More specifically for Computer Science

Can only speak for Australia, it's literally only $100 more to get an M4 ipad Air with significantly more RAM. Apple has ported all their production software over to a sub based model which is designed to work on both iPads and Macs. Unironically you've got a significantly better value proposition with an iPad (even an older M3 model).

The Neo is essentially just an updated iPhone bound to 8GB of unified memory (which means it's doing everything). With the way that Apple has MacOS with AIslop integration you're going to really appreciate having the extra memory + you're getting one of the better digital art pads as a bonus if you're into that kinda thing…

Otherwise if you're just writing documents/word presentations you'll save about $500 getting a T14 Gen 2 (or better) and have a more powerful device.
