anyway the light you get from an incandescent bulb is mostly infrared light, which increases blood flow and "perception of heat" when it hits your skin therefore increasing heating efficiency

HVAC is over 100% efficient retard. But yes, infrared is much better at heating objects (and people) than heating the air around them. And you lose less to poor insulation that way. But you can also do infrared heating with HVAC via radiators
