You would need access to the current government infrastructure to have any influence over African Americans' lives.
There are many different ways of doing this. The most obvious one that came to my mind was creating new software to automate the arrest of black criminals before they have done it. This has been used in the real world before and Rust would aid with this via its memory safety and correctness capabilities.
One could also develop new software for the destruction of their homes, which is a viable strategy. Rust offers great embedded programming capabilities for this.
Rust includes built-in C FFI capabilities which could be useful in building a new library that silently discriminates against them in institutions and stores.
The only issue with the previously mentioned methods is Rust itself. Writing proper Rust code correctly can take a long time which helps the BNWO movement to gain more power and destroy the white race.
TL;DR: Just kill them nigga.
