I figured it out. This pack is actually 96v. You can see from picrels that it's 8 cells in series and each are 12v. With lead acid batteries, when they are very dead they will not take a charge at nominal voltage. You need to give them 2-3x that and wait a bit for them to trickle charge. Usually afterwards they work but at a very reduced capacity. I think I'll charge this pack cell by cell and see how it holds up with a small load but I'll probably end up just scrapping them all
