Everyone in this thread is retarded but me. Check if the drive actually has a tool for booting installed and is formatted as FAT32 (just use the Ventoy installer), disable secure boot, and enable legacy boot options if that doesn't work. To boot the drive you should be selecting it as an override in the BIOS. You don't have to change the default order unless you plan on booting it multiple times.

i tried ventoy and it gave me an error stating that it couldnt be partitioned or whatever. decided to sacrifice my xbox 360s flash drive just for this (snca it only had like 10 terraria worlds and a minecraft TU update)
