If you mean tracing stuff then you'll have to use a website or program to divide the gif you want to trace into frames, if you want to make an animation like animating soyjaks depends, personally I made an animation of Bernd getting his head cut off by Chud and the way I did it was by having each individual piece separated by layers to move them by each frame

After you've edited each individual frame, you can use something like ezgif to compile them back into a gif
