Yeah you have to mainly browse the english-speaking internet to even find a website like this, even if most people can speak an acceptable level of english, you need more understanding of the language to end up on this part of the internet.
Also, soyspeak puts another abstraction layer to the english language, and to ESLs it will come off as babbling because it mixes a language they can barely understand with a lot of unique lingo which makes it even more confusing for them, when they already find it difficult to speak basic english
