In the film Inception, there was technology to enter a person’s dreams. This was used to steal their secrets. The film’s main plot required the planting of an idea into someone’s mind, however, and require the main characters to go into a dream within a dream - planting the idea was called ‘Inception’.
A lot of people came out of the film saying the plot was hard to follow, which resulted in a lot of r/iamverysmart type people saying they understood it easily and that they were very smart because of it (think of the Rick & Morty copy pasta).
The meme of adding the suffix -ception came off the back of all this and generally refers to something having multiple layers, or even just being a high-level example of a concept; often to absurdity.
