Also blacks are proven to have a higher ring finger to index finger ratio which strongly correlates with penis size (it's one of the only physical features that actually does correlate with dick size unlike things like height). Dick size also corelates with prenatal testosterone levels and pregnant black women have higher test levels than pregnant white women. Black men themselves have higher testosterone levels on average too, and test levels during puberty are part of what determines penis size.
There haven't been any actual direct large studies on penis size between races though cause nobody wants to fund that I guess. The only studies I've found that do exist use really small sample sizes and/or bad methodology.
However it's really not hard to believe there would be a different in penis size between races. There are a lot of obvious physical differences like height, bone structure, limb vs torso length, and IQ differences seems probably partially genetic. So there's most likely a genetic component based on race when it comes to penis size.
