this is true. Intel's ME is software based unlike AMD's PSP.
AMD mogs Intel in terms of the way that it's hardware is designed and implemented AFAIK but to Intel's credit, atleast they try to run their own fabs instead of being cuckolds to TSMC which is based asf. AMD GPUs bodies Intel's Battlemage stuff. Intel did really good early on but they got filtered hard by lithography EUV and that fucked them over it seems.
