if you want to start seriously start artfagging, you need to learn the basic fundamentals of art such as form, structure, composition, anatomy, shape, color theory, etc. I'd recommend finding an artist you like and try to learn from them, as at the end of the day drawing is about copying other artist and applying those rules to your own art.

however you go through your own drawing process will ultimately be up to you once you learn how to apply all of these rules to your own art. Consistency is key but you need to make sure you're learning the right stuff or you'll keep repeating bad habits. Also don't try to stick to a specific "artstyle" or youll just box yourself from actually improving. Draw things that you're not confident with drawing. Being a good artist is being able to adapt to different styles at will because you understand what makes the art looks appealing in the first place

Look at a picture and draw it, I'd recommend focusing on anatomy. Use pictures like this.
