They are using IP's still. New admin seems sloppy with it. I am posting from an IP from Comcast that was recently banned. Somebody was advising a spin-off from the same IP as me and received a 4 week ban. I managed to appeal it after two tries. The first time they claimed it was a VPN and the second time after I showed the IP was registered to Comcast they reversed the ban. IPv4 addresses are very sloppy and a poor tool for moderation.
