It prevents people from staying in the storm for extended periods of time. People developed strategies by staying in storm and hoarding healing supplies to win. By a lot, I mean about a large pile of floppers, mist meds, medkits, and whatever the current season's healing items are. Epic tried to counter this "cheesy play style" as you could win with zero eliminations.
