Resize with nearest neighbor filtering (which means no anti aliasing)
Change color bit depth to the lowest possible amount (that would make it look right, don't get rid of a 4 color 'jak's soul for some compression)
Use oxipng on it afterwards with the command -o max -z -!-zi 200 -!-ziwi 1 -!-strip all -!-scale16 -a -r (remove the exclamation marks)
