This is not hijab. Wearing something on the head does not automatically make the clothing Islamic. Hijab is a complete dress code, not simply a scarf.
Allah says:
‘And tell the believing women to lower their gaze and guard their chastity and not expose their adornment… and to draw their veils over their chests.’
— Qur’an 24:31
And Allah says:
‘O Prophet, tell your wives and your daughters and the women of the believers to draw their outer garments over themselves.’
— Qur’an 33:59
In this picture, the hair may be covered, but the abdomen is exposed, the shorts expose the thighs and legs, and the garments are tight enough to show the shape of the body. So what is the purpose of putting a scarf on the head while revealing the rest of the body?
The Prophet ﷺ warned about women who are ‘clothed yet naked’ [Sahih Muslim 2128], meaning clothing can technically be present while still failing to conceal the body properly because it is tight, transparent, or revealing.
Proper hijab must cover the `awrah, it must not be transparent, and it should be sufficiently loose that it does not describe the shape of the body. Therefore, wearing such an outfit is not permissible and totally haram. Allah knows best.
