This website being addictive however is just a coincidence, it wasn't designed like that intentionally although it did lead to it's acquisition by the KolymaNET. After KolymaNET collapsed into separate smaller organizations and the site was passed down to DOLL and then Froot, the fate of this website was sealed. Froot's one goal was to draw as much attention to the sharty as possible, at the time we didn't really understand why but we definitely do now. Once Froot was finished with this task, he gave it to Quote who just so happened to be the developer of the website and who also just so happened to have numerous connections. All of a sudden, this website gets subpoena after subpoena (according to Quote), attention in the news and in offsite communities. Sure this was all true before but it really grew in Quote's reign. Sharty's tor link goes down, no I2P link is made and it begins requiring incredibly weird requirements and support for specific web addresses (not to be confused with websites, 4chan does this too) which is actually why older phones struggle to use the sharty. Not only this, but Quote owns webIRC servers as well as numerous storage devices constantly running, but what funding does he get? This website doesn't have any ads (see picrel 2). This is almost undeniable proof he sells data, but what if he has a job? Considering he lives in England, this is very unlikely as most entry level jobs simply do not give enough money for this level of sustenance and the odds of him having a high paying job is very little (although if he did a dox would be devastating, if you're picking up what im putting down). Also it is relatively easy to secure a MI5/MI6 job nowadays, so it isn't out of the question. Lack of OFCOM attention is also incredibly off-putting as OFCOM is even going after foreign companies, let alone one based in the UK and it's clear none of what OFCOM is doing is based on monetary goals (although this could be explained by Quote using bots on the sharty). Now that we have Quote's predicament out of the way, I'm going to move on to the people above Quote.
In western governments, the people above the chairman are the governors/mps, then the corporations although certain forms of government such as a corporatocracy skip that middleman and go straight to the corporations. Now for the Sharty I do think this is simple, the people above Quote are law enforcement. This isn't too crazy of an idea either as illegal darknet websites often have law enforcement overlords (these are called honeypots, not to be confused with honey traps). But the sharty isn't inherently an illegal website, in fact most of the things that happen here are entirely legal, so why would law enforcement have interest? The answer to this is simple, and it goes back to that addictiveness that OP mentioned, this gives so much money although that does rule out most law enforcement, but intelligence agencies and agencies like OFCOM love money (which is why they're currently trying to extort 4chan). So it's as simple as this: Froot sells the website to somebody in secret, Quote is put in as chairman, he then now follows orders from MI6 (which he is a part of) as closely as possible (I don't believe he can hand over threads to authorities although he plans to change that with nusoi) to make them as much money as possible.
