I figured it out though.
Cows don’t have opposable thumbs or even fingers, if they tried to make tools they would be quite shoddy and useless.

it's actually a meta take on world building. if you have, let's say, an alien species, to show that you put thought into it, show the consumer their tools (aka what they use).. but to prove it's not gibberish, you first need to show they use tools with a clear usecase, tools that you can compare to yourself. like, a screwdriver. Aliens probably use screwdrivers, and they probaby use a blarpagelong. what's a blarpagelong? you have to figure it out, but since you know they use screwdrivers, it's probably something real and nto gibberish

except humans are the apex species so any technology the cows could have achieved it would be or ressemble technology humans have achieved.

in the case of aliens we would understand that a tool has its uses without even knowing what it is for, like an ancient roman would think a screwdriver ressembles a wood scissors but admits it would be a useful tool
