BNWO as a whole is a flawed concept, same with it's white, asian and jewish counterparts. The eradication of a race is nigh impossible, the europeans struggled to do it in the americas and that was a smaller and much more controlled population. The way they plan on doing it in these "world orders" is to castrate the race(s) they don't like and to breed the race(s) they do like, basically eugenics, which sounds perfect on paper, but in practice it's impossible.
Race is a spectrum, what might be black to you could be white to someone else. There's no definitive line that separates races, it's all subjective, and considering these fantasies often time contain race mixing, it's something that has to be addressed. A perfect example is many BNWO "bulls" so to speak aren't pure sub-saharan african, and therefore not fully black, in a BNWO would they have less value than pure sub-saharan africans? It'd be like a jew fighting on the side of the nazis.
It's also infeasible, not everybody woman likes blacks or black cocks, not to mention there's no proof that broad genetic groups (such as race) have an effect on penis size, an englishman from yorkshire could have a micropenis whereas an englishman from lancashire could have a huge cock.
But to answer your question, female domination is very uncommon so this scenario wouldn't be fully impossible, although there are studies that show black women have more dominant tendencies than other races (most likely due to african societies allowing women to work much earlier than european or asian ones).
