I advise against the apps because they make money off of you being desperate, rather than getting you laid. It would be worse than wasting your time, it would be wasting your money, time and exposing you to the worst women.
At the same time, i am kinda old and out of the dating market so i don't have magic whiz bang super advice to give, and everyone is in a unique situation.
What i would do, in your situation, is try a class at a uni/community college, to work on your social skills in mixed company, and judge how you deal in those situations. If that's not available then another form of communal socialization. The reason why i recommend a class, is if you fail at finding a gf in class, well at least you learned something, picked up a skill, or find out you hated something.
