Just as it is with a body needing an action true to itself such as wight lifting or thinking to improve, it also applies to nations. A nation should not be kept idle a certain level constantly due to it being a comfortable zone, it is a far better path to traject into a goal that makes life rich and full of glory, as it is a true virtue of life. Such things will need a goal and from this hardship is guaranteed within the journey, however they'd often stalemate within a nation just as the case of many dictatorship, which i believe is where the small plots of visions and information regarding the world will be integral to fueling the spirit for a better world. The just ends will require just means as you say, indeed for the end will be effected by the means unless views of those past means are completely blurred or annihilated from knowledge within the time where the results have been reached. Still however it will be difficult and unsavory compared to the full greatness of a righteous path towards a righteous goal
