In gore it depends on what is portrayed, the reality of the situation, or promoting self harm. I can learn from fuck ups even if someone dies on video, I will not endorse torturing someone or cheering for their death, but I know that criminal elements torture others and have seen that on video. It is evidence of them needing to be whiped out.
